NCIC Inmate Communications offers Prepaid Calling Service allowing incarcerated persons at The Osage County Jail to stay in contact with loved ones. No incoming calls can be received except for voicemail messages to approved inmates. Each inmate will be given access to the telephones upon the completion of the booking process. Telephones for private use are located in each housing area and calls can also be made from handheld tablets (varies by facility).

Phone calls from this facility (local, long distance and international) are billed at a per-minute rate, with no connection fees. Three-way calls are prohibited.

Inmate Mail

In an effort to keep contraband out of the Osage County Jail we implement the following system for sending documents, photos and mail to inmates. 

All inmate mail, EXCEPT for legal and medical mail, must be mailed to the following address utilizing existing Osage County Sheriff’s Office Jail mail rules.  All legal and medical mail must be mailed directly to the Osage County Jail at it’s normal address.

  • All envelopes and mail must include the inmate’s name and Detentions’ Office/booking/identifying number as well as a return address. Only mail that is within 8.5 inches wide x 11 inches tall will be accepted.
  • Mail sent to inmates must contain NO MORE THAN 5 PAGES.  Anything that is over 5 pages will NOT be scanned and sent to the inmate and will be returned to the sender. 
  • All mail that is scanned into the system will be scanned front side only. Do NOT write on the back of pages.  Any mail with writing on the back will be returned to sender. 
  • Inmates may receive a maximum of 1 photo per mailing. If more than 1 photo is mailed, the entire letter and all its contents will all be returned to sender and nothing will be scanned in or delivered to the inmate.
  • No legal or medical mail will be accepted.  Legal and medical mail must be sent to the facility where the inmate is housed following the Osage County Detention’s Office Mail Guidelines.
  • No magazines, newspapers, bulk mail or books will be accepted at PO Box 591, Longview, Texas 75606 and will be returned to sender.  These items must be sent to the facility where the inmate is housed following the Osage County Detention’s Office Mail Guidelines.
  • Inmates can securely view it on the kiosks within the Facility.

Once the mail is received for processing it will be scanned in at the central processing location and then will be sent to the inmate electronically via the same messaging system referenced above and the inmate can then view it on the kiosk in their cell.

There will be no exceptions for receiving mail that does follow the above guidelines.


Inmate Commissary & Web Deposits

Add money to your resident’s commissary account. Once you have created your account, you wil be able to add funds whenver you like. Funds are available immediately following payment verification.

Place a web order for commissary items you would like your family or friends to receive. Your order will ship on the next scheduled delivery date, once payment has been finalized.

Jail Visitation Rules

General Information

  • Visitation, at the facility, is between 9:00 am and 3:00 pm Monday – Friday excluding weekends and holidays.
  • Visits will be granted based upon time, space and availability.
  • One facility visit every 7 days per inmate.
  • Visitors must be at least 18 years of age and have State issued photo identification.
  • Visitors 17 years of age and under must be accompanied by an adult 18 years of age or older with a State issued photo identification.
  • Visits will be conducted electronically by video conference.
  • Length of visit is 25 minutes.
  • Visitors may contact the facility for any additional information needed.
  • Records and warrant check will be performed on each visitor.
  • Visitors may be asked to wait during mealtime or facility lock-down.
  • Special visits are permitted with the approval of the Jail Lieutenant or Administrator.

Visitation Rules

  • No cell phone or cameras are allowed in the visitation area, violators are subject to arrest.
  • Any visitor appearing under the influence of drugs or alcohol will not be permitted to visit and may be subject to arrest.
  • All visitors are subject to searches. Any visitor refusing to submit to a search will not be permitted to visit or remain in the visitation area.
  • No personal items may be taken past the lobby area. This includes food/drink items and tobacco products.
  • Any visitors found with contraband that is in violation of the law are subject to arrest.
  • Visitors must conduct themselves in an appropriate manner. Profanity, loud or disrespectful comments, disruptive behavior, threats of any kind, etc will result in termination of the visitation. The Osage County Sheriff’s Office reserves the right to terminate a visit at any time.

Visitor’s Standard of Dress

  • Visitors are expected to be fully dressed in appropriate conventional clothing that is not unduly provocative, suggestive, or revealing.
  • No clothing with gang, obscene, or distracting messages, shapes or designs.
  • No camouflage or clothing that resembles security uniforms.
